EU PPWR packaging compliance: organise the evidence before the audit

Manufacturers exporting to Europe need to know which packaging is used, which obligations apply and what evidence supports each decision.

Understand the current PPWR baseline

Regulation (EU) 2025/40 on packaging and packaging waste generally applies from 12 August 2026, although particular provisions have different commencement arrangements. The regulation includes restrictions on PFAS concentrations in certain food-contact packaging placed on the EU market from 12 August 2026.

The European Commission's 2026 guidance discusses interpretation, analytical approaches and placing-on-market considerations. Exporters should seek advice on their specific packaging and supply-chain role instead of relying on a generic yes-or-no statement.

Link evidence to the actual packaging item

Supplier declarations and test reports should identify the relevant component, material, revision, geography, date and basis of assessment. If one component is used for many finished products, any evidence change needs an impact review.

A controlled register helps teams request updated information and review affected products before accepting a substitution or revised specification.

  • Supplier and exact packaging component
  • Declarations, testing and relevant technical files
  • Jurisdiction and assessment rationale
  • Effective dates, owners and related products

Evidence management supports, but does not decide, compliance

A platform cannot guarantee that a declaration is sufficient or testing covers every obligation. Human evaluation and advice are still required. SupplySpec is intended to make the underlying documents and product relationships easier to govern.

General information only. SupplySpec supports documentation, record control and review workflows. It does not provide legal advice, independent certification or a guarantee of regulatory compliance.
